hah! i hadn't thought of the parallel- no, these aren't prayer flags like in lung ta (http://qarrtsiluni.com/2009/09/16/lung-ta-wind-words/).. this is "Fasching"-decoration, for a pagan rite. but the parallel indeed is striking. here is a picture of the Fasching-event: http://www.blueprint21.de/blueprints/photo19.html

the idea of "Fasching" is to dress up as witches and other creatures, and then scare away winter.
